that's fairly near the equator, so you'll need to be pretty far north to be able to see it all the time.

at latitude 90-29 = 61
at that point, when it's at it's lowest, on the far side, it'll be 90 degrees away from you, and just grazing the horizon.
 
If you are at the north geographic pole all stars are circumpolar. If you travel 10 degrees south, then stars ten degrees N declination (and greater) will be circumpolar. You would have to travel 19 more degrees for stars of declination 29 degrees north to be circumpolar. You will then be at a latitude of 61 degrees north latitude.
