Assault, Bullying ,Discrimination,Where can I get help for my daughter in the army?

My daughter is being bullied ,and harassed by her direct chain of command in the Army,this conduct had persisted for close to one year ,and no one is helping her ,they just tell her to talk to her chain of command ,but it is they who are discriminating against her and trying to force her to quit ,or commit suicide.The torture is unrelenting ,everyday there is a more aggressive level of abuse than the day before.My daughter is a very motivated upwardly mobile person ,she has a wonderful personality ,is positive ,and intelligent.I don't have space for all the awards she won during high school.She even won a Scholarship ,but it was I who thought it was a good idea that she serve her country ,and receive the benefits to secure her future in the workforce ,and community.She is only 19 years of age ,and as all young people who graduate and go to the armed forces was not prepared for the totally adult , promiscuous,and deceptive type of environment.I didn't know that I was sending my child to be raped ,bullied,slandered ,physically assaulted,and verbally abused by the ones who are supposed to protect her,and that no one would come to her defense ,but all just stand by as eyewitnesses to this torture and do nothing except cheer the attacker on .It reminds me of the poor child who got stomped to death on the street corner ,while the other kids just stood by cheering the attackers on .I don't know what to do ,who to turn to for help ,she is in Iraq ,and they have threatened to do her harm,I want the world to know that they are not all suicides ,or combat injuries,that when the NCO's find someone to hate ,they do it with the stealth of a serpent coiled and striking it's victim to death.And they can cover it up ,because they are all in it together ,and what's the life of a lowly Private compared to all their years of service .Most of them have children themselves,I wonder what they would do in my case ,if it was their child ,being treated this way.My daughter is strong ,she just says she has been trying to get someone to listen and help her for months now ,but they all just say the same thing ,talk to your chain of command,we cant do anything ,or we don't want to hear about that ,just do your job.The reason I'm writing this plea for help ,is because ,when I last spoke with her today ,she sounded different,there was not the same optimism and hope in her tone,she sounded defeated ,and I sit here now crying ,and pleading for someone to please help us .I don't want to think of the negative outcome ,but when I told her to try and stay strong ,she said she was already defeated ,she is afraid to even go to the bathroom alone for fear ,and as for me ,I can't sleep ,can't go anyplace for fear that I might miss a call like the one 3 days ago when she called saying her First Sergent had attacked her.They set her up ,sent someone into the office where she was working ,and said the Sergent wanted to see her in the hallway ,and when she went out there ,the Sergent started verbally assaulting her then attacked her .there were all NCO's standing there and none of them did anything to help her ,another Officer heard the commotion and came out of their office and told the NCO to stand down ,and said that person was out of line,and sent my daughter to her barracks.but the following day they told her they were treating it as an off duty incident so that neither of them would get into trouble.There are a lot more details that I cannot share at this time ,including the discrimination, and no ,I'm not playing "the race card" as the victim and the offenders are all the same race ,but have different backgrounds.This type of discrimination is more prevalent in our society ,than one would think.What can we do,where can we get help?
