Yes you can have an ASP in your Apartment and no the Police can not take it away if you are in your apartment. As for carrying it in your car I don't know but I carry one in my car and I live in Albuquerque, New Mexico and have drawn it on a passenger of a car that looked as if she was going assault the driver that hit them. The Police officer who arrived on scene said nothing to me even after I told him what I did. I did NOT hit the passenger or even go near her just keep at my side and told her to get across the street. It worked. So these are a good deterrent but don't let go if someone grabs it twist and step into them and then pull away.
