...an act of art? This is a bit twisty and senseless - gotta' get those thinking caps on! ;-)

But when contemplating what constitutes "art", one stumbles upon many, many facets of the subject. Can one appreciating the work of an artist turn their appreciation, itself, into a form of "art"? If so, how do you suppose it could be done? :-?
 
Art isn't just perception. Art is the expression of perception. So, "perceiving the world" cannot be art by itself. The expression of that individual perception in some form would constitute an art.

Animals perceive their surroundings. The human is the only animal that expresses it in art.
