In which step of the critical analysis process would you express your personal opinion about whether or not an artwork is successful
 
In answering such a question, the objective of the artwork needs to be considered. Is it for profit or is it artful expression?. There is the subjective nature of the art and viewer ever present. Straight forward, at art shows, an artist stands back and hears comments about their piece and hears observations that often provides him with perspectives of what his piece is revealing to viewers. Critical as an artist may be of such input, there is great value in this experience and hence a sense of how successful the piece is in expressing the intended visual objective.
 
Don't do it by section, do each area of analysis from both perspectives. (So, throughout.) For example, "The artist uses thick brush strokes which create a rough, unformed texture. I think that this works successfully in illustrating the subject matter of an emotionally fraught scene." And so on...

Don't start with an opinion, always begin with a statement of fact. In the conclusion you can sum up both the facts and opinions.
