When drawing a face, the eyes should be placed here

1/4 of the way down from the top of the head
1/4 of the way up from the bottom of the head
1/2 of the way
1/3 of the way up from the bottom of the chin
 
edit: sorry, it's 1/2 of the way. Look at a picture of a face, front on, it's approx. 1/2 of the way down.
