Army boot camp complications?

My friend is two weeks away from graduation and we got a call home that he will not be graduating due to a situation that happened. They said that we can go up the graduating weekend and ask to see him but they will not release him to come home until another two months there? Can they do that?? If he is not graduating why are they keeping him there 2 extra months?!??

I don't know about the Army, although I know someone in holding (been there a little over a year) at PI
