I think the balloon idea is a great way to help surveillance, even if it doesn't solve the immigration problem by itself.

we have the technology to hang a box from 3 of them and cover the entirety of a 70,000 sq mile state, but for some reason we're too stupid to figure out how to use them to monitor a 389 mile stretch of land!
 
We should use space shuttles to fly over Arizona using their robotic arms to reach down and pluck the illegals up as they cross. I mean fuck being cost efficient
