I have a french essay to write on this title and am struggling to think of ideas.
So far I have
Reasons FOR:
Arts can act as astress release and an escape after a long day at work
Arts can increase creativity and individuality
Getting young people into arts can give them a hobby, and increase individuality which could stop them hanging round the streets in gangs
Reasons AGAINST:
There are more pressing issues for the government to deal with; such as money for schools, hospitals, crime prevention
I need more ideas for the against section, any ideas you have would be much appreciated
