Argumentation: what is this form of debate called?

What is the technical terms for when someone uses a blanket phrase, such as "national security," and belives this cuts off all debate (i.e., the argument is won, as far as they are concerned)? Other examples are, essentially, "He/she is a (fill in the blank) and thus their point is unworthy of contemplation/meaningless."
I cannot remember the technical term.
Not into arguing specifics, just after the technical terminology.
