Are you supposed to run hurdles on your toes like sprinting?

I am a 9th grade hurdler and to improve speed between hurdles, I'd think we're supposed to run on our toes like sprinting (I sprint, too) opposed to normal running.

BUT it seems impossible and painful to land from going over a hurdle on your toes.

What's right?
