Are you supposed to give money as a gift to the bride and groom at a wedding ceremony?

yeah it's pretty anticlimactic to give cash at the shower because the bride is going to sit and open all the gifts in front of everyone. you don't want her saying thanks + the amt of your gift in front of everyone right then and there! usually guests bring envelopes of cash to the wedding with a card because it's just easier than carrying a gift to the reception.

you don't have to ...i always go to the place where they are registered and giver them a gift from there or i buy a gift card for where they are registered

I was told now a days people only give gifts at the wedding shower and if you do that you dont have to give money as a present at the wedding ceremony. Is this true?

The shower and the wedding are two separate occassions, and giving a gift is appropriate for both.

I am from the northeast USA where it is the norm to give gifts off the registry for the shower and cash for the wedding. However, this is regional because some people from other areas will give gifts off the registry for both the shower and the wedding.
