Are you considered a doctor or lawyer if you're not practicing, but have a JD or MD?

Is a person still considered a lawyer or doctor if they're not practicing? It may seem like a silly question, but I've always wondered if they can still use that title even if they're not in the medical or legal field, but have a JD or MD. For example, can I say "Hi, my name is ___, and I'm a doctor," even if I'm unemployed, but have a MD?
