are you allowed to smoke a hookah / shisha pipe in public spaces (outdoors of course)?

i don't see that there would be any issues with it, as people smoke cigarettes in open outdoor public spaces. i was hoping to share the love at a picnic.
was wondering if i should expect any issues with it?
 
providing its the legally endorsed lung chafer, tobacco, yeh sure, but if its anything slightly more tasty and interesting, PC Plod will be on your heels
