Are we being ripped off or will you stand for this?

CBS Morning News on 10/17/08 stated the the Houston GAO had stated that 90 degree fuel is less efficient than 60 degree fuel. Then stated "consumers (meaning you) currently cannot determine, before or after a purchase, the actual best price of a gallon of gasoline because they do not know the actual temperature of the fuel". The resolution is a very simple one, regardless of how retailers, wholesalers or otherwise may feel about the expense. It is to install a thermal regulator or a temperature gauge and adjust prices according to the current market value and temperature of the gasoline.

The question of the facts that are provided here is, if third world nations are providing our fuel with high environmental temperatures, how is it we pay a premium price per barrel for seemingly substandard crude oil when it should be lowered to make up for the thermal differential spite the fact that it only effects the southern and western portions of the United States?
