Are these good render settings? (Sony Vegas)?

I have a camera that records at a max or 24 Mbps and I have trouble on the setting on Sony Vegas.
I usually record in 720 but 1080 occasionally...
Here's my settings for a full HD video (render):
~CBR audio at 256 kbps, 44 KHZ, Stereo
~Pixel Aspect ratio 1.3333 (1080)
~29.970 (NTSC)
~Bit rate 75 Mbps (I NEED TO KNOW IF THIS AFFECTS THE VIDEO OR JUST THE RENDER SPEED!!!!)
My main rendering option (720p)
~192 kbps, 48 kHz, Stereo
~1.3333 Aspect Ratio (1080) but 720 frame
~29.970 NTSC
~60 Mbps (AGAIN DOES THIS AFFECT THE VIDEO??!?!!)

Also does the aspect ratio really matter for it to be HD or is that just the size?
