I ask because it seems like auto shops really have a captive audience when it comes to car inspection. You need to get your car inspected and since they also repair and service automotives, they have a conflict of interest to "get you" in whatever way they can to make some more money off you.
I think the person inspecting shouldn't be allowed to make any of the repairs... or there should be separate institutions that just do inspections to avoid this sort of thing.
