Best program i know is Adobe Dreamweaver, But its pricey.
and for something just as good, try CoffeeCup Html Editor, you can get a free trial, and its not even that much for the full version. Way better price compared to Dreamweaver.
i recommend to begin, microsoft frontpage, it's great.
next step is adobe dreamweaver.
both html editors have code view, and design view, whatever you do in design view like insert images, links and tables it will automatically write the code for you; for more advanced edits you'll have to learn a bit of code and experiment from there.
