Sure most Series 60 phones can do that, it is an additional app not built into the phone. So can do it based on time of day. 7am every morning switch to one profile and 3pm switch to another. There are even some I believe that can switch based on longitude and latitude readings if you communte to work each day. I am not sure about the wallpaper but definetly the profile.
