Are there any phone companies that sell unlocked phones?

I have a sim card and all I need is a phone. Are there any phone companies that sell unlocked phones for a cheap price and without contract? I do not not want to jailbreak an iPhone or anything like that. Just want to buy one.
Any unlocked phone will do.
