Are there ANY (non-cable) channels playing weekday cartoons?

Indeed, I'm sure it's not the only one. But those are prime-time cartoons in syndication. If we count those then yes, it isn't too hard to find animation on broadcast channels on weekdays.

But I think the original poster was referring to the early morning and after-school cartoons that used to air in syndication and on FOX and the WB networks in the '80s and '90s that dried up shortly after the turn of the millenium. It has truly been a sad time to be a kid watching TV without cable.
 
Schedule changes starting August 31st on Cookie Jar TV:

- C.L.Y.D.E. (a Cinar-France Animation series from 1991) makes its debut on Cookie Jar TV at 8:00AM on Tuesdays and Thursdays, while A Miss Mallard Mystery retains its slot on Monday, Wednesday and Friday.

- The Wonderful Wizard of Oz (The 1987 Cinar English anime series not seen in 22 years in America) makes its debut at 8:30AM.

- Spider Riders moves to 9:00AM. Therefore, the series still has a 6 day run on the channel.

- Journey To The West (a animated series by Cinar from 1999) makes its United States (I believe) debut at 9:30AM

- Emily of New Moon (the 1 hour Live Action series from Cinar) makes its U.S. debut at 10:00AM.

Saturday update on September 5 for Cookie Jar TV:

- Green Screen Adventures (A show affiliated with THIStv stations, not Cookie Jar TV) comes at 10:00AM, making Cookie Jar TV 2 and a half hours now, I presume.

- Wimzie's House gets one less airing and moves to 10:30AM.

- The Country Mouse and The City Mouse Adventures also gets one less airing and moves down to 11:00AM.

- Horseland (A DIC series) comes to syndication for the second time (the first time was 2006 while rerunning on CBS) at 11:30AM.

- Liberty's Kids (Another DIC series) is now exclusive at Cookie Jar TV having a full hour at 12:00PM and 12:30PM.

- Mummies Alive! (Another DiC series) makes it debut on Cookie Jar TV with a full hour at 9:00AM and 9:30AM.

- Spider Riders gets a full hour at 10:00AM and 10:30AM, which this show has the most airings on CJ TV.
