Are there any army regulations that states a soldier must have a cellphone?

my husband's company is trying to tell him that he must get a cellphone so that he is easily contactable. Also his PSG has said "if I call you, you better answer or else". We have a house phone that works perfectly well and has an answering machine attached. I am wondering if this is immoral or abuse of rank or what? Also since I am fairly sure that they are doing something wrong by trying to mandate the purchase of nonmilitary related equipment is this reportable to the IG? From my perspective this unit is fairly ridiculous and should be looked at from top to bottom.
Where can I reference the regulation that states he must be contactable 24/7 ?
also I would like to point out there has not once been a problem where he was not contactable nor has he been late or not at his place of duty.
 
he should just get one because it would make urs and his life way easier... just go to walmart and get one of those cheap pre paid phones for him and his CO will get off his ass about it

Immoral? No. Abuse of rank? Possibly, but more likely just ill-informed. There are no regs saying that a Soldier has to have a cellphone. However, they do need to provide a means of their Chain of Command getting in touch with them. Your husband should respectfully take this issue up thru his CoC.
 
They can not force him to purchase a cellphone, however they can require him to remain on base if he does not have a method to be contacted 24/7 (including time commuting and going to the store).
