Are the republicans responsible for Medicare's current financial troubles?

I recall the republicans passing an enormous expansion of Medicare in 2003. Remember Medicare Part D prescription drug program? It was passed without making any tax increases or other spending cuts to pay for it.

So when they spew government health care will not work, are they referring to their own disastrous mistakes?
