Are the fans on the front of a car supposed to move when the car isn't moving?

I know this is a silly question but I don't know the answer, should the fans on the front of a toyota celica move when the engine is running but the car isn't moving?
 
yes, it cools the water in the radiator and keeps your car from overheating when it's sitting still.
 
the fans one or both will run when the engine is hot enough or if the air cond. is on.
 
all cars do. there cooling the engine. on my celica if the car is stationary they usually go off every few minutes. they can still go off wen the engine isnt on after a long drive
