Are sub-zero temperatures making my bicycle calliper brakes not work?

Last time I took my bike out in sub-zero temps the back brake felt weird for a while, then became stuck 'on' so I was pedaling against my brakes.

Then I took the girlfriend's bike out and the opposite happened: I had to squeeze the back brakes as if my life depended on it (and it did!) just to get a tiny amount of friction.

Is it common for calliper brakes to be affected in this way by freezing temperatures? Or might it be a coincidence? Is there a solution??
