...in the mail? in california are these the only violations that you can get a ticket in the mail. For all other violations you have to be pulled over right?

not all ways some time a cop will see a violation and get your tag # and before he pulls you over gets a more important call

Can't say about CA specifically, but I have 6 months to give someone a citation from when they commit the offense. I have mailed tickets for all kinds of things after the fact. (Though, I almost always have stopped the driver to get him or her identified before I do so...)
