Are quatrains a form of poetry, is it also a form of philosophy?

In the year of the new century and nine months
From the sky will come a King of terror...
The sky will burn at 45 degrees
Fire approaches the new city

In the city of york there will be a great collapse
Two great brothers torn apart by chaos
While the fortress falls the great leader will succumb
Third big war will begin when the city is burning
 
Quatrains are really just a form of philosophy, logic, or great thought that are placed in the form of a small paragraph, which looks similar to poetry, but isn't. Your quoting one of Nostradamus's great prophecys of Armageddon.
