I know a guy in prison in California who is interested in starting a business while he is in prison (a legit one).

Are prisoners in California allowed to own a business and earn money from a business while they're still in prison?

To "own" yes....but depending on their sentence there are limits on how involved they can be in that business.

For example the use the internet, phone call time, and visit are highly regulated, or not allowed at all. So it's not so easy to manage a business from jail unless you have people you can trust and that's very hard to find...specially if the guy is a criminal.

EDIT

The only limitation is that you can't make money out of crime in wich a person was the victim; for example like selling your story for a book or movie on how you killed some guy or raped some girl. There are laws against that.
