Depends what sort of price you put on fun, but they seem like an expensive way of having fun, to me. My son bought one once, and rode it on the road for a while without getting caught. He figured that if he was stopped by a cop he would say it was under 600W power output (being 32cc I'm pretty sure he was right) which means that in my country it is legally a bicycle, so, no issues. But more dangerous than a bicycle, 'cos much lower and faster and harder to see.
