Well Obama did repeal the don't ask don't tell policy and has allowed gays to serve openly in the military so you boyfriend might have had sex already before his liberty.
I'm going to watch my boyfriend PIR and then he has liberty for the weekend. Is there some kind of Navy rule prohibiting recruits from having sex in the privacy of a hotel room? I know this is kind of an inappropriate question, but I really need to know what to expect!
