Are my pork chops okay to cook tonight?

The pork chops I bought a few days ago have been in the freezer, and this morning at 7am I took them out and put them in the fridge so that I could cook them tonight. Its now 7pm and they were still kind of frozen on the sides but not completely. I am now soaking them in cold water, its been 30 minutes so far.
Am i doing this right, or is it wrong and I should wait longer?
This is my first time cooking meat so I wanted to make sure. Thanks so much!
