Are indoor climbing grades rated higher then outdoor climbing grades?

Are indoor climbing grades rated higher then outdoor climbing grades?

Ive noticed that i can climb around a 5.11- inside, but when i go outside 5.11-'s seem far far easier! Is this true?

As well, bouldering problems are definitely harder indoor then outdoor i can do V4, V5 area but outside i cant do any more then a V1-2
