I'd say somewhere in between. The Japanese bikes have been around a long time, they have a good dealer network, you know you can get parts for them. The Koreans and Taiwanese and Chinese are playing catch-up. My guess is that they're not totally jokes but not as reliable as equivalent Japanese iron. They might be a better deal for the money, but the dealer where you bought it might be gone in six months, and that's the chance you take.
I would rather have a good solid used Japanese bike than a new Hyosung. But in five or ten years the balance might be shifted somewhat.
