Are frozen vegetables always cooked?

When you buy bags of frozen peas, beans or black-eyed peas, are they pre-cooked? Or are they considered raw? Are they safe to eat without cooking them?
... two totally different answers so far. someone plz tell me if frozen veggies are RAW or not.
