Are fines for outdoor smoking on private property enforceable?

A private college in my area posted a huge sign that says "no smoking on campus" with details that you would be fined for smoking anywhere indoors or out, including in your car. First, what law gives them the right to hand out fines? Second, aren't cars considered private property and not subject to a ban like that?

This would be the same as saying "no red t-shirts on campus" and issuing tickets for it! Cigarettes are still legal!
