Are "due dates" defined by the date received or the date processed?

Our assessments pymts. are "due" on or before the 10th of the month. Our check is mailed in or hand-delivered by the 3rd of the month. The Mgmt. Co. RECEIVES the check by the 5th of the month and check is not "processed" until around the 19th of the month! Owner/residedents are then charged a $50.00 late fee even though once received by the due date, checks are forwarded from Chicago to Georgia to a "clearing house". We are charged a late fee because the clearing house doesn't process the checks until sometimes the end of the month.
Legally, what can we do? $50.00 is a lot of money every month for late fee charges. ($600.00 per year!!) Thank you in advance for any information on how to deal with this problem....
