are combat controllers the only ones that are speacialized in atv's and dirt bikes?

Combat controllers is just another type of forward observer. Army has 13F Fire support specialists, airforce has JTAC and TACP (Tactical air controll party, FO's but only deal wiht close air support).

dont know anyhting about this dirt bike and ATV thing though never heard of that
