Are cats instincts great enough to survive the brutal winter outdoors?

My cat is a skinny tabby who has a bad reputation of peeing all over things in our house and so my mom banned her from our house so she is a complete out door cat all year long. She lives in a closed in club house which has an insulated cat bed (hard to explain) which my dad made. After being hit by a snow storm (11 inches) everyone got so caught up in the snow that I forgot about my little cat and let her to fend for herself. After forgetting to feed her once or twice in a row, I remembered and went to feed her to find both doors of my club house wide open and my cat gone. I left the can in the club house but left worried and feeling guilty that my cat possibly froze or starved to death. Her water supply is also very low because it freezes as well. The temperatures can go down to usually the teens at night and mid thirties during the day.
 
DO NOT WORRY ABOUT YOUR CAT. SHE KNOW HOW TO PROTECT HERSELF IN COLD WEATHER OF WINTER. SHE WILL FIND THE WARM PLACE FOR SLEEPING
