Are car-body repair guys that talk to you in a parking lot legit?

Specifically, the car repair guys that park next to you and tell you they can fix your bumper dent on the spot. I'm assuming they follow my car after seeing the dent since this has happened twice already: I park, the guy pulls over next to me in his car, and tells me he can fix the dent for much cheaper than if I go to a body shop. The first guy said he could fix it on the spot, the other guy didn't mention where he would fix it (he just have me an estimate, but it wasn't low enough for me). Has anyone ever been scammed by something this?
 
there are legit guys who can repair small dents on the spot with body spoons, as with all business don't give him money upfront and get it in writing, and make sure they know if your not happy, you aren't going to pay for it
 
yeah there use to be these 2 guys who did that stuff ages ago when i had my honda, i banged up the bumper skin a little. it was fine but the pastic cover was banged a little. so one day i let em fix it, it was a cheap quickie job they made a hole in the bumper, pulled the bumber out and spayed it back where the paint was chiped (looked better but was still messed up) then i gave the guy like $40 and that was it. a few months later i ran into em again in a parking lot and the guy tells me he can fix that spot on my bumper and i told him yeah you repaired it a few months and look at it, you gonna do it right this time? and the just stared at me and i drove off.

if you want a good job, take it to a shop and have it done right, if you want a cheap job you can do it yourself with a bit of clever thinking. them guys do a quicki cheap job and its something that you can do with a little time and effort, there going to leave holes when they drill and pull that dent out
