Are camshaft gear bolts reverse threaded? I have a 91 Toyota Pickup.?

91 Toyota Pickup
Specs say camshaft gear bolt should be tightened to 84 ft lbs which means that I should be able to loosen it but I have torqued on very hard and it won't budge. Does anyone know if they are reverse threaded? Thanks.
