Are Android Apps truly free if they state they are free?

I have Verizon and I know they have ways of sneaking in hidden fees and I've bought some free apps on my android phone and I was wondering if they are absolutely free

Yes they are absolutely free- if there is a charge for them, you pay that with a credit card before you download it.. The data plan is unlimited, so there is no way that you can be charged extra for it..
