Are 2009 Kawasaki KX250F too fast for..?

Are 2009 Kawasaki KX250F too fast for a 14 year old? Because my son has been riding a 90cc for almost 3 years and he's a lot powerful than the 90. So do you suggest me to get him that or something else?
 
probably a good bike it depends on his skill level, i've been riding a tw200 since i was 16 and first got a motorcycle. As long as he's tall enough it's probably a good bike.
is this for motocross, trail?
