Applying nail polish? How long does it take to dry?

Hey, quick Q. I want to do some crazy designs on my nails, but if I put a base coat or 1st layer on, how long should I wait before using a tootpick to make a design on it? I noticed that if I apply them soon after the first layer, it takes FOREVER to dry, and smooshes off at the tiniest touch. Any help???
