Applying for colleges, which college is for me? Please help =]?

Of course, I find the college application process very overwhelming. I just want to make sure that I'm not making any critical mistakes like overlooking my ideal college. Just an overview here, I have a 3.5 GPA, an SAT score of 1990 and a composite of 1310 (critical reading 730, math 580). I'm currently in an International Studies learning center, and by the time I apply I'll have taken almost all honors and AP classes. The problem is that my grades aren't spectacular; I have mostly B's, a few A's, some B-'s and a C in Spanish. Also my class rank is 30%. I want to major in law and minor in psychology or cognitive science. Also, I have a liberal and outgoing personality and I want to be in either NJ, NY, PA, or DE. Cost is also limiting factor. My parents can't pay more than 25,000 a year.
I'm already applying to University of Delaware, The College of New Jersey (TCNJ), Rutgers, Rowan, and Ramapo. But I'm also looking for expensive private colleges that will grant me merit based scholarships. Based on the information that I gave, what colleges would be a good choice for me? Also, should I take the SAT's again, or take SAT II's?
