applying clear coat over already painted bike?

hey i have an Iro frame that i inherited from my bro when he left for college. the guys he bought it from had added a cool red design on top of the straight from the factory white color. the red is awesome, and i want to preserve it, but i dont know what paint he used. i read that applying a clear coat onto some paints makes it wrinkle, is this true?
what type of clear coat should i use? (is there a one type works for all sort of thing?)

its not a design like art, its just half red half white
i want to keep the red there
i know it wont last forever, but my question wasnt whether to do it or not
it was exactly how to go about doing it
 
Waste of time. A bike is a tool, not a piece of art. If you want to preserve it, then don't ride it, just display it on your front lawn every Saturday and stand next to it looking awesome (posing = poseur). If you want to ride, then you're going to fall, crash and thrash it.
