Apache 404 Error with PHP?

I am trying to have Apache parse .php files but whenever I try to load a php file I get "Not Found

The requested URL /Program Files/PHP/php-cgi.exe/test.php was not found on this server."

I can post logs if needed.

I am using Apache 2.2.
