Anyone know the film?

Its been bothering me for years. I remember watching a film when I was a kid. It involves a couple of people and they had the metal oval shaped thing that had lots of different coloured lights on it and it played a tune.
Was set in a city that was been evacuated and everyone was looting the shops and things.

Not sure who was in it... But has always bugged me, as I remember it was a good film lol

Anyone got any ideas lol?
