Anyone Know Of Electric Shock Prank?

I was walking down the street and a car zoomed up to me, i just ignored it, and all of sudden I hear this ZAAP noise and i got shocked, but they didnt actually use a tazer at me obviously, its like they threw something at me on the ground or something, but i dont know what the heck this was? Some weapon or prank, they were about 20 feet away from me. Can anyone tell me what this is?
