A slide hammer connected over wheel studs- be sure to rotate the rotor as your hammering it. Drill out the bolt holes and use a set of bolts of the correct size you tap it to then turn each one in slowly and evenly pushing the rotor off the hub. .
Ugh do this, get a sharp punch, make an identation on the frozen bolts, then turn the punch sideways and knock the bolts loose, either that or use an impact driver.
