Anyone else's passenger use the tops of the bag guards for foot rests

Sounds like the passenger floor boards are too low for her.
You might want to try mocking up pegs at different heights, by setting a stool, boxes, or something next to the bike so she can see if she would be even more comfortable with the adjustable passenger pegs (Like the Kuryakyn adjustable pegs).

But ...... if the height and position of the guard rails are working for her on long hauls ....... then I'd leave Momma be, and maybe get some 3M clear stick-on material to prevent scratching the bags.
 
My ol' lady does that on the RK, must be habit from ridin' the shovels all these years. Women look good on those high pegs and I love using knees for armrests. I added the Kuryakyn adjustables and she is really happy with them, but she still occassionally goes for the bag guards. It's a frickin' motorcycle not a piece of fine art, if it gets a few scratches over the years, shit happens. But then, I am more about ridin' than I am lookin' good, now maybe if I was born a GQ man ................
 
Wrap the top of the guard with a section of leather and lace it on so her feet don't slip off. Some leather bag lid covers and hit the road.
 
Oh HELL no! When my GF first started riding with me she made the mistake of dragging her boot across one of them when getting on and left a couple of small scratches. I politely asked her to be careful from then on and... she HAS been! I do take some responsibility for not explaining to her how to get on, though. I figured it was just common sense, but being a blond, I shoulda figured otherwise.

She knows how anal I am (OK, insert punch line here) about my stuff and she's been very good about being careful. The last thing she'd do is use the bags as footrests... No, I mean literally, if she used 'em as footrests, it would be the last thing she ever did!
